Regulations adopted under this section should recognize the                   
social and economic circumstances of Shareholders and                          
encourage maximum participation consistent with the

Page 52, lines 24 - 26:                                                        
	Delete all material and insert:                                               
	(e) All investigative files are confidential, except                         
that they must be disclosed by the administrator as required                   
for discovery in an administrative or a judicial proceeding.                   
                                                                               
Senator Halford moved for the adoption of Amendment No. 1.
